the level corresponding to a stage of the procedure at which a document is normally published under a given national industrial property law or under a regional or international industrial property convention or treaty.
Although WIPO standards are recommendations, the above is normally respected at the international level. However, there are two important problems regarding the generalization of the meaning of a particular type of document, namely (1) the different meaning of the same code in different Offices and (2) the different meaning of the same code in the same Office over time.
As a significant example of the second problem, until 2001, patent applications were not published in the States, but grants were published directly. For this reason, code A in the United States meant “patent” until the end of 2000 and “patent application” from the beginning of 2001, with the consequences already mentioned for the formation of triadic families.

Now, analogously to patents, for applications filed as of April 2017, a prospectus is indeed published if the model application is amended following an opposition proceeding by a third party (Y1) or if it is amended by a limitation proceeding at the owner’s request (Y2). In particular, with the Y1 documents, one of the defects of the previous law is corrected, since it prevented in practice the publication of the utility model granted, even if it had been modified by opposition.
With Law 24/2015, the exercise of actions in court related to a utility model requires that what is protected by the model has been the subject of an ETI. These ETIs are incorporated into the model file (example), but they are not published as separate prospectuses (and as far as I have been able to see, their issuance is not even published in the BOPI).
When a PCT international application (WO-A) is published in English, French or German, the international publication serves as the European application publication and is identified in databases as EP-A0 (example).
